Authority
1. The Council shall have authority by majority vote to speak and act in its own name, though individual members may request not to be included. Such requests shall be recorded in the minutes or accepted by the Council in the form of minority reports.
2. While members of the Council have the right to initiate their own action, they are encouraged at every turn to share with and seek the co-operation of the Council.
3. The Council may act in any matter on behalf of any two or more members, provided such members have made written request to the Council for such action.
